Hainan underwater data center

The project entails the construction of an underwater data center in the coast of the Hainan Free Trade Port, China. It consists of 100 data cabins, each of which contains racks of servers, connected to the land by power and data cables, and using the Hainan’s nuclear power for low-emission electricity. In May 2021, the city of Hainan announced that the data center was included in its Five-Year Plan - the instrument by which every part of the Chinese state is organized. The sponsor is Beijing-based company Highlander, and Chinese marine firm Offshore Oil Engineering Company (COOEC) is responsible for the design, procurement, manufacturing, testing, land transportation and ship-fixing. The project is implemented under the Hainan Subsea Data Centre Demonstration Project, backed by Sanya City, Highlander and its subsidiary Hi-Cloud, in conjunction with the Hainan Provincial State-owned Assets Supervision and Administration Commission.
