Description | This Project Appraisal Document (PAD) provides the context, rationale, and objectives of the Bank’s support to a new governance operation to improve domestic revenue mobilization, strengthen the Public Financial Management (PFM) system in the Government of Haiti (GoH) while enhancing transparency and build coalitions across institutions for reforms. The GoH elaborated in May 2014 a PFM reform strategy (2014-2020) to consolidate, deepen and sustain PFM reforms in the country with the objective of promoting public finance efficiency and better delivery of public services. Pending the development of the new strategy, the rolling three-year action plans are designed to adapt to changes occurring in the PFM reform. A three-year rolling action plan (2023 - 2025) has been prepared by the government to support the implementation for priority actions in the PFM area. This project responds to the Government’s request dated September 26, 2023 and its objectives reflect the government’s priorities given the current political and economic context. The proposed International Development Assistance (IDA) operation (US$60 million, Investment Program Financing with Performance based Conditions, or IPF with PBCs) will support the Ministry of Economy and Finance (MEF) and its agencies in implementing selected components of the PFM Action Plan in collaboration with other relevant stakeholders. |
