Harmonization of Labor Relations

The project will support changes in labor legislation brought on by the introduction of a new labor code in 1992 by training the private sector in alternative methods of dispute resolution. To do this, the project will encompass three organizational levels: the policy-making level, the management of the firms and industries level, and the shop floor level. As part of the strategy, five companies will implement innovative labor management relations techniques via the formation of worker-management cooperative committees. Immediate objectives of the project are (i) to improve the technical, institutional, and professional capabilities of the Labor Ministry, of worker representatives and of employer representatives to resolve successfully labor disputes within the private sector to the greatest degree possible via alternative methods of dispute resolution; (ii) to improve the Ministry of Labor's mediation capabilities; (iii) and to increase its capacity to efficiently collect, manage, and present information on labor relations and labor market needs.
