Description

New Energy Algeria (NEAL) (20%), a consortium of state-owned Sonatrach and state-owned Sonelgaz with private SIM, together with Spanish Abener Energia SA (51%)(subsidiary of ABENGOA biofuel and solar thermal company (ABG.MA), in turn managed by ABEINSA) and COFIDES (15%) was planning the development of the 150MW Hassi R'mel power plant, combining 125MW CCNG with 25MW CSP. The project was located near Hassi R'mel. The output of the solar plant was to be used in the steam element of the CCNG plant. The project company, a joint venture between NEAL and Abener, was named Solar Power Plant One (SPP1). Reportedly, Sonatrach held an additional 14% equity besides its participation in NEAL. The EPC contract was signed in January 2007 and was commissioned in June 2011. The output was to be sold to Sonatrach for 3.13 DA/KWh ($0.04/KWh). Construction period was expected to last for 33 months. The project life cycle was expected to be 25 years. Total cost was $350 million, of which 80% ($280 million) was funded by debt from BEA, Popular Credit (CPA) and National Bank Algeria (BNA).
