Description | Opportunity Québec’s public residential long-term care centres (CHSLD) are specialized health care institutions that provide housing, nursing, rehabilitation, surveillance and pharmaceuticals for those who are no longer capable of caring for themselves in their own homes. Housing costs for residents of CHSLDs are fixed by the Régie de l’assurance maladie du Québec and are calculated depending on the income of the person being housed. As the baby boomer generation (born between 1946 and 1969) ages over the next twenty years, many areas of Québec will see an increase in elderly residents who require assisted living, putting pressure on the province’s existing long-term care centres. The Montérégie region, which covers an 11,000 square-kilometer region and has a population of 1.4 million, is expected to have a larger increase in the number of elderly residents over the next twenty years compared to the rest of the province. Between 1996 and 2007 the median age of the region’s population that is 65 and over increased by 40 per cent. In order to meet future demand for long-term care housing it was necessary for the Government of Québec to construct new CHSLDs in Montérégie. Challenges The original preferred proponent, Gestion BPAL Inc. and Gestion Asselin Inc., dropped out of the project in April 2012 requiring the selection of a new preferred proponent. This contributed to a drawn out procurement process. Innovations The facility was procured along with two other long-term care centres in Montérégie and one in Laval, but preferred proponents were chosen separately and each facility has its own Project Agreement. Results The new two-storey facility will have the capacity for 66 long-term care beds. The facility will also have ground floor office space, a cafeteria, community room and machinery room. The Montérégie region will be more equipped to deal with the increase in residents requiring assisted living. |
