Construction will replace six tunnel sections using underground tunneling techniques, executed by Cascade Infrastructure consortium. The project includes design, construction, maintenance, and financing under a Direct Procurement for Customers model, aiming to provide better value for customers and create approximately 1,200 jobs during peak construction with an apprenticeship program. |
