The paper-based management of patient data and the inefficient and ineffective referral system limit the access of the poor population in particular to high-quality health services and at the same time hinder the efficient implementation not only of health insurance but also of health care in general. The aim of the project is to improve the quality and efficiency of health insurance and health services through digitization. Key measures to achieve the goal include - Establishment of an electronic patient register in public and private health facilities (especially those registered under health insurance (SHP)). - Digitization of patient registration in health facilities registered under SHP. - Establishment of a unit in the DoH responsible for digitization, which operates with clear allocation of roles and staffing. The target group is basically the population in the 4 project districts of Khyber Phaktunkwa (KP) and in the Gilgit district in Gilgit Baltistan (GB). In the long term, the entire population of KP and GB benefits, as the project will establish basic digital structures for further scaling.
