Description

The aim of the project is to support the Pakistani government in introducing a health insurance system in order to improve access to quality (hospital) health services, especially for the poor, and in particular to provide them with protection against health care costs that threaten their livelihood. By strengthening the demand side (demand-side approach), performance-related remuneration (flat-rate fees per case) and introducing competitive elements, an incentive system for providing improved quality hospital services is to be created. The health insurance model is to be implemented in selected districts of Khyber Pakhtunkhwa (KP) and Gilgit Baltistan (GB). The primary target group of the FC project is the poorest fifth of the population in these districts (around 720,000 people in total). The total costs amount to around EUR 11 million, of which EUR 10 million will be financed from FC funds and around EUR 1 million from the Pakistani side. The FC funds are primarily used to finance health services through health insurance premiums, the operational development of the implementing health insurance companies and the provincial health ministries, as well as advice and monitoring. Our risk assessment has not changed since the project appraisal. We continue to classify the risk as high.
