Description | Sector-wide health programs have been pursued in Bangladesh since 1998. The Health, Population and Nutrition Sector Development Program (HPNSDP) is the third of its kind and is designed for the period 2011 to 2016. The aim of the sector program and thus also of the FC module is to increase the availability, quality and utilization of health, nutrition and family planning services. This is to be achieved through interventions on two levels (i) improving health care and (ii) strengthening the health system. The MoHFW (Ministry of Health and Family Welfare) has overall responsibility for planning and implementing the sector program and coordinates with the development partners. The latter support the sector-wide approach technically and/or financially. FC has already paid its contributions totaling EUR 31.9 million into a multi-donor trust fund that is managed by the World Bank and reimburses MoHFW investments. The basket financing requires uniform procedures for planning, reporting, monitoring, procurement and financial management. The estimated total cost of the sector programme is approximately EUR 5.6 billion. In addition to the investment funds mentioned, an accompanying measure of EUR 1.0 million is available for the sector programme. TC and FC work together in a coordinated manner within the sector programme. The accompanying measure is subordinate to the investment project Health, Nutrition and Population Programme II (HPNSDP) and should support the executing agency in piloting a health insurance project for the poor. A slightly modified task description is currently being drawn up that takes into account the change in the provision of investment funds. |
