Progress in achieving the development objective of the Health Project in Eritrea will be evaluated based on reductions in 1) infant and under-five mortality rates, maternal mortality ratios, and total fertility rates; 2) prevalence rates of malnutrition in women and in under-five children, tuberculosis, malaria, diarrhea, acute respiratory infections (ARI), sexually transmitted diseases (STDs) and Acquired Immune Deficiency Syndrome (AIDS); and prevalence of female genital mutilation practices. The project's components strengthen health care services by 1) increasing access by building, equipping, and staffing referral hospitals; and by providing equipment, furniture, essential drugs and vaccines, training providers, improving management, and developing national blood bank services; and 2) building capacity, improving sectoral planning and management, and the financial sustainability of health programs through training, study tours, pilot interventions, and testing of local level mechanisms to raise, retain, and use additional revenues for health services; and improve project management and implementation.
