Description

Description

The Health Project for Uzbekistan at the oblast level aims to 1) improve the quality and cost effectiveness of primary health care, particularly in rural areas; 2) develop a new cadre of medical personnel; and 3) fully strengthen the management and financing of primary health care services, in part through incentive restructuring and decentralization in both financing and providing health care. At the national level the project builds the capacity of the health ministry to evaluate and disseminate results of the pilot countrywide. There are four components including project management. The other three components 1) strengthen primary health care services by providing basic diagnostic, therapeutic, and laboratory equipment, furnishings, medical supplies and laboratory reagents, vehicles, and a packet radio communication system in selected locales, along with equipment, training, and foreign and local technical assistance; 2) develop a faculty department in a medical institute, and training programs for trainers, practicing physicians, and nurses as well as reform medical education while introducing a new accreditation process for medical training institutions and the certification and licensing of physicians; 3) strengthen finance and management by system development and pilot testing rationalization strategies, accompanied by a pilot demonstration evaluation and roll-out. Civil works and the provision of goods and services are also financed.
