Description | The Health Sector Management Project in Samoa, aims at strengthening the capacity of the Department of Health, in developing and implementing the appropriate health policies, legislation and regulation, and, at improving the functional, and technical quality of health facilities, within the health sector reform strategy. The components will: 1) support the review, development, and implementation of policies, which define the funding, and allocation of resources to health services. Technical assistance, capacity building, and extensive consultations with stakeholders, will be implemented, particularly to improve the Department of Health capacity, in the identification, testing, and implementation of mechanisms for health financing, and improve the management of public expenditures for overseas care. Health care legislation and regulation will be strengthened, and support will be provided for communication, and introduction of policies, and legislation; and, 2) support four elements of quality improvement for the Samoa health sector reform: improve facilities planning; improve quality of key infrastructure; develop a health care waste management system; and, provide grants for innovative quality improvement pilots. These activities will be implemented in conjunction with the institutional strengthening component, based on legislative, and resource requirements. |
