The Second Romania Health Sector Reform Project provides more accessible services, o f increased quality and with improved health outcomes for those requiring maternity and newborn care, emergency medical care, and rural primary health care. ~ There are five project components: The project: 1. Supports rationalization and improvements to the system of maternity and neonatal care. 2. Develops and implements integrated ambulance dispatch capability, and upgrades hospital emergency areas. 3. Improves the accessibility and quality of basic medical services in rural and small urban areas, and supports two of the most important activities included in the Primary Care Strategy recently approved by the Government--Multipurpose Health Centers and credit/lease lines for family doctors. 4. Supports the development of National Health Accounts and the preparation of proposals for rationalization and service development projects. 5. Project management.
