Description	The project involves the investment, financing, construction, operation and maintenance of first class highways in Hegang City, Heilongjiang Province of China. The scope of the project covers Hegang High-tech and Graphite Industrial Park South Ring Street Construction Project, National Road G332 Luobei to Ebudu Road K112+976~K127+170 Hegang Export Section Overhaul Project Construction Project and National Road Luoji Highway. The project cost amounts to CNY 137.46 million or $ 20.28 million. The SPV will be 49% owned by the state and 51% owned by private sponsors. The project is structured under BOT model for a concession period of 15 years which includes a 2-year construction period. The return mechanism is fixed government payment.
