In 2002 the Colombian municipality of Buenaventura (Valle de Cauca department) awarded a 20-year concession contract for its water and sewage provision to private consortium Hidropacifico S.A. At the time the contract was awarded, service was very unreliable day due to weak sewers and water-pipes. Only 17% of the city’s 300,000 inhabitants had 8 hours of running water per day. Hidropacifico was a consortium based in the Antioquia department and comprised of Colombian firms Conhidra and Hidroestudios de Bogota. Information on the exact stakes of the two members was not publicly available. The investment under the contract was estimated at US$62 million of which the national and local goverments were providing US$34 million and the rest was expected to come from cash flow.
