Description | Opportunity In order to generate economic growth for businesses and communities in Durhram Region and increase the efficient flow of goods and people in the Greater Toronto Area the provincial government decided to build a tolled, eastern extension on Highway 407. The project is being undertaken in two phases using Ontario’s Alternative Financing and Procurement (AFP) model. Phase I is expected to be completed in late 2016. Innovations Phase II is being completed in stages with certain portions of the project opening to traffic while others continue to constructed. Blackbird Infrastructure will be penalized for road conditions that fall below Project Agreement requirements, providing a warranty on the work for the duration of the 30-year contract. Results Phase 2 of the Highway 407 East project: Extends Highway 407 about 22 kilometres from Harmony Road in Oshawa to Highway 35/115 in Clarington; Connects Highways 401 and 407 East with a 10-kilometre section of Highway 418 (formerly known as the East Durham Link), that will serve as a north-south freeway; and Provides eight new interchanges, including three freeway-to-freeway connections to Highway 407 East and Highway 401 from Highway 418 and Highway 35/115. Highway 407 East remains a publicly owned toll road, operated by the province with established customer service standards and set toll rates. The province retains all revenues generated by Highway 407 East. Phase II provides an alternative emergency/detour route and ensure safe and efficient access to communities in the GTA. A community value plan for the project includes enhanced corridor landscaping, wildlife crossings and wetland restoration. |
