The Highway Maintenance and Construction Project for Ecuador will assist in financing a highway project consisting of a maintenance program and the construction of four highways. The national highway system of Ecuador is in very poor condition. Road development has been slow and there is no suitable year round connection for motor vehicles. These problems stem from improper maintenance and construction due to lack of funds, inadequate equipment, and an ineffective maintenance organization. As a result, the highways continue to deteriorate. The project will solve this problem by implementing two programs, the Highway Maintenance Program and the Highway Construction Program. The first program will reorganize and restore the maintenance organization for the national highways. Its components are: 1) organization of maintenance operations through district management; 2) procurement of equipment, workshops, and materials; 3) implementation of a new maintenance system; and 4) technical assistance through consulting services. The second program will construct four roads with a total length of 524 kilometers. These roads will expand the highway system to provide reliable transportation routes and handle new traffic demands. The Highway Maintenance and Construction Project will enhance the highways of Ecuador in order to strengthen economic development.
