The Second Highway Rehabilitation and Maintenance Project's objectives are to: a) contribute to improvements in road financing; b) improve the condition of selected high priority roads and bridges on the federal road system; c) improve contract management by Russian Federal Highway Administration (RFHA) and the road administrations of the participating regions; c) further develop the private road constructing and consulting industries; and d) improve the allocation of local resources employed in road works. There are three project components. The first component, federal/regional road and bridge rehabilitation works program, will include the rehabilitation of about 930 km of high priority roads and rehabilitation, repair, reconstruction, replacement, and widening of about 68 high priority bridges under the federal and regional components of the project. The second component, procurement of bridge and road equipment, will include procurement of equipment for office modernization and vehicles, equipment, materials, and supplies as an aid for better management of roads and bridges. The third component, design, supervision, technical assistance, and training, includes assistance to RFHA, and to the participating regions and their implementation units, for design of road and bridge staff. This component will also finance institution-building activities.
