Description

The project entails the 35-year concession for 851km of Brazilian federal highways between Aliança do Tocantins and Anápolis, crossing the states of Goiás and Tocantins. The highways included in the project are: BR-153 from Aliança do Tocantins to Anápolis (624.1km); BR-414 from Assunção de Goiás to Anápolis (139.6km); BR-080 from Assunção de Goiás to Uruaçu (87km). EcoRodovias won the project at auction in April 2021 and signed the concession contract in October 2021. It holds a 65% stake in the concessionaire with GLP owning the remaining 35%. The SPV - Ecovias do Araguaia, will upgrade 623km of the highways to dual carriageway over the lifetime of the concession, with investments over 35 years estimated at $2.8bn (BRL5.2bn). This will be split over 2 investment cycles: first cycle (358km of upgrades) - 2022 to 2031 and second cycle (265km of upgrades) - 2040 to 2046. The sponsors secured a $781m (BRL4.2 billion) limited-recourse debt package to finance initial capex for the toll road concession. The debt includes a $584.36m (BRL3.16bn) loan from BNDES, priced at IPCA + 770bps and maturing in September 2051; a $85.25m (BRL461m) loan from Banco da Amazônia, priced at IPCA + 251bps and maturing in July 2046; and $110.95m (BRL600m) of incentivized debentures, priced at IPCA + 666bps and maturing in July 2051. The notes will be used to finance capex over the first 2 years of the concession, with the BNDES loan drawn down thereafter.
