The Second Highway Project will provide a loan of US $15 million to the Ethiopian Government for a) construction of some 850 kilometers of new all-weather roads; b) further improvement of several important existing roads; c) continued maintenance of the existing highway system during three years, corresponding to the estimated period of construction of the new roads; d) survey and engineering of some 1,000 kilometers of additional roads; e) training of Ethiopian staff. Extension of the highways network is considered of highest priority for Ethiopia's economic development. The new roads will all open up areas with large potential agricultural production. They will provide access by road to important centers of population, now largely isolated, which is an essential first step toward development of government administration, schools, local industries, and trade in these areas.
