Description

The project development objective is the sustainable delivery of a productive and eficientt national highway network, contributing to lower transportation costs. The project has the following two components: Project Component 1) Network Conservation. This component consists of: (a) Rehabilitation and Improvement works (including structures); (b) Resurfacing and Pavement Strengthening works; (c) Safety Improvement works; (d) Afforestation; (e) Relocation of utilities; (f Consultant Services for Design, Contract Administration and Construction Supervision; and (g) Land Acquisition and Resettlement. Civil works are designed to increase the load carrying capacity, improve the road safety features, reduce travel time and enhance the pavement ride quality of about 856 km of the National Highways N-5 and M-9, selected on the basis of a network strategic analysis. Component 2) Policy Support and Institutional Development. This component comprises technical assistance (TA), training, equipment support, and incremental operating costs for the implementation of improved sub-sector policies and strengthening of institutional capacity. The policy support sub-component relates to: (a) adoption of an agreed Medium Term Budgetary Framework (MTBF) and an indicative 5 year investment and maintenance program for the national highway network; and (b) operation of a Road Maintenance Account (MA), financed from earmarked road user revenues (including tolls) to provide a secure and stable source of finding for network conservation.
