The Third Highway Sector Project is designed to address the major issues in the highway sector, namely to : a) improve highway planning and implementation of works; b) institute a nationwide maintenance management system; c) improve roads for foreign exchange generating transit and tourist traffic; d) reduce vehicle emissions; and e) rectify incentive distortions in freight transport. To achieve these objectives, the project is comprised of the following components : 1) construction and maintenance of roadworks included in the 1990-91 road program; 2) construction of section I of the Belgrade-Pancevo road; 3) implementation of pavement strengthening and betterment works; 4) adoption and implementation of a maintenance planning system, including studies on maintenance, maintenance organization, and the provision of specialized equipment; 5) strengthening the capability of highway staff through training; and 6) carrying out a study on reduction of road vehicle emissions.
