Description | The Economic and Financial Management Project in Honduras, will improve the use, and allocation of public resources, develop budgetary plans, and evaluation capacity in government agencies, and promote institutional restructuring within the telecommunications, ports, and postal services sectors. The components will: 1) strengthen the Secretariat of Finance, and in line Secretariats, in support of the integrated financial management system (SIAFI), which will operate in budget, treasury, accounting, and public credit areas. Legal framework will be enhanced, and an organizational restructuring will take place; 2) modernize audit institutions, and provide technical assistance to the Office of the Comptroller General, through institutional strengthening, civil society's participation, and comprehensive training programs; 3) develop human resources management policies, through technical assistance, and training; 4) support the development of performance-oriented management, and evaluation capacity in the public sector; 5) increase the efficiency of public procurement, through technical assistance, and training regarding the new public procurement information system, and strengthen regulatory, and institutional framework; and, 6) consolidate regulatory reforms within the telecommunications, ports, and postal services, assisting in the privatization process, and restructuring strategies. |
