Description

The development objectives of the Second Road Reconstruction and Improvement Project for Honduras are to improve the quality of road network and of road management in support of the government's growth and competitiveness goals through: (i) improved governance and enhanced road management capacity in Ministry of Public Works, Transport and Housing (SOPTRAVI) and the Road Fund; (ii) improvement in selected road corridors; and (iii) extension in the scope of the maintenance of the unpaved road network. There are four components to the project. The first component of the project is rehabilitation and improvement of primary and secondary roads. This component will finance the rehabilitation and improvement of up to 266 kilometers in the following road segments: Cucuyagua-Nueva Ocotepeque-El Poy (69.9 km); Nueva Ocotepeque-Agua Caliente(22 km); La Esperanza-Camasca (60.5 km); Olanchito-San Lorenzo(46.3 km); El Porvenir-Marale (30.5 km); and Sulaco Empalme de Carretera Yoro (37.2 km). The second component of the project is maintenance by micro-enterprises on the unpaved road network. This component will initiate a pilot project for the extension of the micro-enterprises program to the unpaved road network (managed by the Road Fund). The third component of the project is implementation support. This component covers consulting services for project implementation and design and supervision of the civil works in components first and second, as well as for the carrying out of any required technical, and environmental or safety audits. The forth component of the project is institutional strengthening. This component will provide support to the implementation of the governance action plan through strategically addressing key institutional issues including planning, budgeting, and monitoring and evaluation in SOPTRAVI and the Road Fund.
