Component 2: Energy Access Scale-up in the Borderlands and Community EngagementThis component targets energy access interventions in borderland areas through grid, off-grid and clean cooking solutions and cross-border distribution infrastructure to ensure more reliable, cleaner and affordable electricity for access scale-up., mostly agro-pastoralist population. It includes the following activities: (i) electricity access to public institutions (for example, health facilities, schools, veterinary posts, community centers, street lighting, telecom towers); (ii) electricity access to households; (iii) electricity access for productive uses (for example, water points - which are mostly privately owned - refrigeration and cold chains, agro-processing, and so on); (iii) electricity access to public institutions (for example, health facilities, schools, veterinary posts, community centers, street lighting, telecom towers); (iv) cross-border distribution infrastructure and (iv) access to clean cooking for households and social centers in borderland communities of the HoA. Women are expected to largely benefit disproportionally from the electrification, productive uses, and clean cooking interventions. Component 3: Technical Assistance and Project Preparation and Implementation SupportThis component will provide technical assistance and capacity building to the EAPP and its member countries’ PIUs, and finance the following: operating costs of the PIUs under both Component 1 and Component 2, retaining consultant services for works supervision and project management of the interconnector investment, institutional capacity building for implementing institutions (IGAD, EAPP, EPP, SETCO) and counterparts in participating countries. |
