- 3 - Environmental Review Summary (ERS)Project Name Mali - Le Rabelais-Groupe SarlRegion Sub-Saharan Africa Sector Tourism Project No. 9672 (under Proparco Agency Line #8938) 1. This project involves the expansion of an existing 10 rooms hotel in the Quizambougou area in Bamako, capital city of Mali. The expansion is situated on a 1 800 square meters lot next to the existing hotel. The project entails construction of the following facilities: 29 rooms, 5 suites, one bar, several meeting rooms, a pancake restaurant for 50 guests, a gift shop, a swimming pool, a laundry, a storage area and some outbuildings. Land use in the area is predominantly residential. 2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognised performance standards, guidelines or design criteria. The review of the project consisted of appraising technical and environmental information submitted by the project sponsor. The following potential environmental, health and safety impacts of the project were analysed:· Liquid effluent treatment and disposal;· Solid waste disposal;· Water and power supply;· CFCs;· Hazardous materials and wastes;· Employee training and general safety; and· Fire protection.The information provided by the sponsor Mrs. DORAY about how each of these potential impacts will be addressed in the development of the proposed project is summarised in the paragraphs that follow.3. The waste water will be treated with two separate systems. The first one collects the water coming from the kitchen and the bathrooms and is discharged to the municipal system. The second one will treat the septic waste and will be ending in a septic tank and then in a sump. The liquid effluent coming from the catering activities will be treated in a grease trap device before discharge to the municipal system. The grease collected in the grease trap is evacuated by the municipality. The sponsor commits herself to make an analysis on the quality of the present effluent discharged to the municipal system within the first 3 months of the hotel being operational and, if not meeting IFC guidelines, to treat all the waste water in situ.4. The hotel solid waste is collected by an association of small enterprises (GIE), with a donkey cart which makes several trips daily and takes the waste to the landfill. The hotel will use hazardous materials such as bleach, chlorine and pesticide and therefore produce hazardous waste consisting in a very small quantity of empty containers. Bamako does not benefit from an adequate structure to treat hazardous waste, but should one exist in the future, the sponsor commits herself to use it. 5. The hotel sources its water and electricity from the national grid. Measures aimed to reduce water consumption will be implemented (specifically concerning the flush of the toilets). Water used to fill the swimming pool will be tested daily by a member of the staff (chlorine level and pH). The boiler for water heating is electrically powered. In order to back up power supply, the hotel will use a generator, equipped with a soundproofing device. The fuel storage tank is integrated in the sub-frame of the machine. A concrete retention tank with a sufficient capacity has been built. 6. No CFC based equipment will be installed as part of the project.7. Hazardous materials (bleach, chlorine, pesticides) will be used for domestic utilisation only and therefore in very small quantities, which do not require specific storage or use procedure, except some specific protective clothing (gloves, glasses, boots, aprons). 8. All staff are provided with training with respect to hygiene, health and emergency response. They will benefit from the national social security system (“Institut National de Prévoyance Sociale”). Will be at the disposal of the employees a resting place, a changing-room with individual cupboards, toilets and separate shower rooms for men and women. 9. An independent fire safety audit was conducted during the construction by the French services of co-operation (Commandant DROUET is a fireman attached to the Embassy and to the Malian administration, as adviser of the General manager of the civilians rescue organisation). This audit made recommendations on the smoke and fire fighting equipment, according to the French legislation, which is the base of the Malian legislation. These recommendations will be implemented prior to disbursement.10. An article in a local newspaper, with a brief summary of the project, will indicate that a the SPI and the ERS will be disclosed at the existing hotel’s desk, for 30 days. 11. PROPARCO, as agent for IFC, will monitor compliance with the relevant environmental, health and safety policies and guidelines during the lifetime of the project. The sponsor will provide an annual report to PROPARCO that includes details of environmental and social issues, and PROPARCO staff will conduct periodic supervision missions to the project. PROPARCO will provide an annual environmental performance report to IFC covering LE RABELAIS project, along with any other projects under the Agency Line.11. Based on its review of available information regarding potential environmental and social impacts and proposed mitigation measures, IFC concludes that LE RABELAIS proposed project will meet World Bank Group environmental, health and safety policies and guidelines and host country requirements.
