Housing for Internally Displaced Persons (ISP)

A large proportion of the internally displaced persons (IDPs) from the conflict in eastern Ukraine still do not have housing that meets their needs (core problem). Even those IDPs who have already managed to find work (target group) continue to suffer from this shortage. As part of the module, subsidized housing loans are to be granted to IDPs (measure). The module's goal is to create a housing financing offer. This is intended to contribute to the integration of IDPs into the host communities (overall goal). To this end, the Ukrainian government is to pass on grant funds of EUR 24.5 million and funds for an accompanying measure (BM) of EUR 1 million to the state-owned State Fund for Support of Youth Housing Construction. The recipient of the funds is the Ministry for the Reintegration of Temporarily Occupied Territories (MinReintegration). The project is run by the State Fund for Support of Youth Housing Construction.
