Description | The HRRL project is a greenfield refinery-cum-petrochemical complex with a capacity of 9 million tonnes per annum, located at Pachpadra in Balotra, Rajasthan. It is a joint venture between Hindustan Petroleum Corporation Ltd (HPCL) and the Rajasthan government, first announced in 2008. The project aims to significantly boost India's refining capacity by producing petrol, diesel, and petrochemicals such as polypropylene, polyethylene, benzene, and butadiene. Work began in 2018 after delays due to fiscal incentive disagreements with the state government. A fire incident occurred on April 20, 2026, in the crude distillation unit, likely caused by a hydrocarbon leak. The fire happened a day before the scheduled inauguration by the Prime Minister. The Ministry of Petroleum and Natural Gas has formed a four-member investigation team to probe the incident. |
