Description

Hydro Power Free Lanka, majority owned by Free Lanka Capital, was developing the Sanquhar and Delta small hydropower plants, of 1.6MW each. The plants are located on two tea estates carrying the same name, in Kandy District, Central Province. Both estates are operated by Pussellawa Plantations, under a long term lease from the Sri Lankan government. Sanquhar was commissioned in December 2003. Delta was commissioned in April 2006. Construction of Delta started in November 2004. The output was sold to the Ceylon Electricity Board under a Standard Power Purchase Agreement for plants under 10MW. The equipment supplier was Hydro Power SA (France), with 1 Francis turbine for Sanquhar, and 1 Vertical Pelton turbine for Delta. Expected life was 25 years for both plants. Total cost was unknown but conservatively estimated at US$1 million/MW, or US$3.6 million. Financial closure date was unknown, but ESTIMATED at November 2004, start of construction of Delta. The projects applied for UNFCCC CDM financing jointly.
