Hromada Reconstruction Facility (IOM)

The aim of the proposed project is to use the Hromada Recovery and Empowerment Facility (HREF) to contribute to reconstruction processes at the level of the hromada (an administrative level comparable to municipal associations, newly introduced a few years ago as part of a decentralization policy) that are based on the priorities of the community's residents, strengthen resilience and promote inclusive, gender-sensitive lasting solutions for conflict-affected communities in Ukraine. The HREF aims to set up so-called recovery councils at the hromada level as a common platform for local authorities and civil society actors and to enable them, through training measures, to develop and implement resilience and reconstruction plans using a participatory planning process. The focus of the reconstruction plans will be on restoring public services (depending on the identified priorities of the community residents in the areas of water/sewage, waste, education or health, and energy supply) by rehabilitating and improving the damaged infrastructure. The measures will be combined with community-based activities that help to strengthen the resilience of the Hromadas to recurring stress factors. The project will be implemented mainly in regions (oblasts) where other FC projects with IOM as the project executing agency are already underway in the areas of creating housing capacity and for internally displaced persons and promoting SMEs, namely Chernihiv, Kiev, Sumy, Kirovohrad, Poltava, Vinnytsia, Lviv, Ivano-Frankivsk, Zakarpattia, Cherni-vitsi and Kharkiv. IOM deliberately wants to create synergies by geographically concentrating complementary projects.
