The Meeting Teacher Needs for Education-For-All Project will support the Government of Haiti (GoH) in the development and implementation of an accelerated teacher preparation program. This project will support the GoH in increasing the number of new teachers entering the system from less than 500 per year to more than 2,500 per year. Recent high school graduates will be selected for three years of teacher preparation. Upon finishing their institution-based training, student teachers will participate in two years of teaching. After concluding their practice teaching, teachers will be certified and employed by the public and non-public sectors. The project components are the following: (i) recruitment and selection of at least 2,750 teacher candidates annually into the teacher preparation program; (ii) accelerated teacher preparation through development and implementation of the accelerated teacher training; and (iii) improved management of teacher preparation through institutional capacity building to manage teacher preparation and contribute to the implementation of the reform. The project first component will finance the recruitment and selection of at least 2,750 candidates annually into the teacher preparation program. It will support: (i) the development and implementation of recruitment campaigns to encourage qualified candidates, particularly those from and willing to return to disadvantaged areas, to apply; (ii) the decentralized selection of student-teachers; and (iii) related studies and evaluations. The project second component will support the development and implementation of Formation Initial Acce'lere'e (FIA). It will finance: (i) the iterative revision and piloting of curricula for FIA (development of initial curricula will be financed by the APG I); (ii) the recruitment, professional development and payment of teacher educators in selected Instituts de formation des maftres (IFM); (iii) the teacher preparation program itself; (iv) certification and placement of student teachers; and (v) related studies and evaluations. The project third component will also finance operating costs associated with the management of the project, including the employment of an additional assistant coordinator to assist the Director of the Direction de la Formation et du Perfectionnement (DFP) in project management and implementation
