The objective for the Education for All Project is to improve access to primary education for poor children aged 6- 12 in a sustainable manner, while improving equity, quality and governance of the education sector. The objective of the First Phase is to improve access and equity of primary education, operationalize partnerships between public and non public sectors, and build capacity to assess learning outcomes. There are four components: Component 1 is to increase access to primary education for poor children. Component 2 will improve quality of primary education for all children. Component 3 will strengthen institutional capacity of the Ministry of Education. Component 4 will coordinate program implementation and assess impact.
