The project involves the investment, financing, construction, operation and maintenance of wastewater treatment plant in Huai'an District, Huai'an City, Jiangsu Province of China. The designed capacity is 40,000 tons / day (14.6 million tonnes per year). The SPV is called Huai'an First Ecological Environment Co., Ltd and is owned by Beijing Capital Co., Ltd with 64.98% stake, China Railway Shanghai Engineering Bureau Group Co., Ltd with 0.01% stake, Zhongshe Design Group Co., Ltd with 0.01% stake, Shuihui Environment (Tianjin) Equity Investment Fund Management Co., Ltd with 30% stake and state owned Huai'an Hongxin State-owned Assets Investment Management Co., Ltd with 5% stake. The project cost amounts to CNY 1,624,710,000 or $ 242.53 million. The project is structured under BOT model for a concession period of 28 years which includes 3 years construction period. The return mechanism is feasibility gap subsidy.
