The project comprises the second phase of the development of a waste water treatment plant at Lianshui Konggang Industrial Park Plant, located at Huai’an city, Lianshui County, Jiangsu Province, China. It was undertaken by a consortium led by China Everbright Water, which has signed an engineering, procurement and construction (“EPC”) contract with all the other members of the Consortium and Lianshui Pujing Konggang Technology Park Development Company Limited (“Lianshui Konggang Co., Ltd.”); and an operation and management agreement with Lianshui Konggang Co., Ltd., for the project to be implemented based on the EPCO model. Everbright Water is mainly responsible for the operation and management of the project and is entitled to collect the waste water treatment service fee, with an operation period of five years, which is subject to a renewal of another three years upon expiry. The other members of the Consortium are responsible for the design, procurement and construction works. The project was officially announced on September 25, 2023. With a total designed industrial waste water treatment capacity of 60,000 m3, Lianshui Konggang Industrial Park Plant's second phase is designed to have a daily industrial waste water treatment capacity of 30,000 m3. China Everbright Water is also responsible for the first phase of the EPCO project of Lianshui Konggang Industrial Park Plant, signed in June 2023.
