The Hubei Hydropower Development in Poor Areas Project has three objectives: 1) facilitate economic growth in Hubei by expanding electric power generation capacity in an economically and environmentally sustainable manner; 2) enhance the efficiency of the electricity sector in Hubei by commercializing country level generation companies; and 3) contribute to poverty alleviation efforts in poor communities in Hubei. The four project components each support the building of hydroelectric power stations, which includes either a single- or multi-purpose arch or gravity dam, surface powerhouses, step-up substations, and transmission lines. They each also carry out a program of institutional strengthening of power companies, including developing and implementing appropriate organizational arrangements and staffing and information systems as well as staff training in project management and hydropower station operation. Each of the components will develop a plan for enhancing poverty alleviation efforts in the county surrounding power plant operations funded in part from project revenues; and compensation, resettlement, and rehabilitation costs will be paid to project affected persons. The four sites are at Dongping, Najitan, Songshuling, and Xiakou.
