HUD Continuum of Care Program Overhaul

legal challenge

The Trump administration announced changes to HUD's Continuum of Care program, which is the primary federal pipeline funding permanent supportive housing. The overhaul replaces long-term housing funding with short-term, requirement-heavy programs tied to work mandates or treatment requirements. This has led to a lawsuit by twenty states and Washington, D.C., arguing that the changes will push more people back onto the streets and violate federal law.
