In December 1995, New World Infrastructure (NWI) signed a 33 year joint venture with a Huizhou City SOE for the operation of the Hui-Dan section of the Hui-Ao Highway, and the construction and operation of the Hui-Ao section. At the time of signing, the Hui-Ao section was due to start operating in March 1997. An expansion of the dual 2-lane highway to dual 5-lane was agreed for when the traffic flow reaches 30,000 vehicles per day. The 36km Hui-Dan section of the road had an average traffic flow of 1,896 vehicles per day, and the 50.6km Hui-Ao section was expected to have 8,050 vehicles per day. NWI had a 50% stake in the jv company, Huizhou City Hui-Ao Roadway Co., Ltd., and invested US$ 35.59 million in the project - US$ 4.52 million as equity and US$ 31.18 million as a loan.The other sponsor company was the state-owned Huizhou City Hui-Ao Roadway Construction and Development Co., who owned the rest of the project company. NWI planed an additional loan of US$ 12.05 million if the expansion to 5-lanes goes ahead. The project, including extension, cost US$ 94.70 million. Operations commenced in October 2000. None None
