The Project Development Objective is to facilitate the financial flows of humanitarian aid into Afghanistan while supporting import operations of eligible local businesses through the establishment and operation of a currency exchange facility, the “Humanitarian Exchange Facility” (HEF). The proposed grant will finance the set up and the operational costs connected with the HEF operationalization. The project aims to fund the required operational cost needed to establish and operate the HEF. These costs include operational costs of the HEF Facility Manager and the recruitment of a third-party firm to perform due diligence of participating banks and firms. UNOPS will manage the Humanitarian Exchange Facility. The activities will be grouped into three components.
