Larsen & Toubro (L&T), the infrastructure giant that built and operates the metro, has requested to exit the project due to massive financial losses and lack of support from the Telangana government. The company faces losses between Rs 6,000–6,600 crore caused by cost overruns, debt burden, and the impact of the COVID-19 pandemic. L&T has refused to participate in Phase-II under the current PPP model and has offered to sell its equity stake to a new Special Purpose Vehicle (SPV) to be run by the state or central government for unified management of both phases.
