I-5 Rose Quarter Improvement Project Phase 1B

The Oregon Transportation Commission approved the second phase of construction to improve interstate safety and mobility as part of the I-5 Rose Quarter Improvement Project. The project will leverage $167 million in secured funding for work beginning in 2027. The project includes I-5 upgrades and local street and infrastructure improvements to support a reconnected, safe, and inclusive Albina district. Phase 1A is currently under construction and expected to complete by early 2027, featuring repaved road deck near the Oregon Convention Center, added seismic resiliency to I-5 bridge structures, more merging distance onto I-5 southbound, new electronic safety signage, and improved stormwater treatment.
