The proposed project will reconstruct the existing, tight-urban Diamond Interchange to a Diverging Diamond Interchange (DDI). The proposed improvements will 'cross-over' the traffic directions in advance of the SR 140/Jimmy Carter Boulevard bridge to obtain free-flow operation for the heavy left-turn volumes accessing the I-85 entrance ramps. The number of through lanes along SR 140 on the approach to I-85 will be maintained. By using the 'cross-over' intersection, the signal phasing can be simplified to operate in a two-phase manner. This operation allows the left-turn movements from the I-85 exit ramps onto SR 140 to overlap with the through-traffic cross-over movement. This eliminates one phase in the signal operation and improvess access to SR 140 from the I-85 ramps.
