Description

"The project promotes the debate on the topic of Swiss-EU relations through the creation of a course and a series of seminars focusing on specific issues concerning a cross-border geographical area consisting of the metropolitan area of Milan, the provinces of Como, Sondrio and Varese on one side and the regions of Ticino and Grigioni on the other. This is an integrated economic area, characterised by a strong mobility of workers, commercial and cultural exchanges in which the University of Milan represents a central academic pole. The course will focus on: 1) the historical evolution of Swiss-EU relations 2) the specificities of Swiss-EU relations with respect to the external relations that the EU has with third countries; 3) the Agreement on the Free Movement of Persons (FTA); 4) the Schengen and Dublin Agreements. The topics will first be analysed during lectures followed by a seminar held by an expert in the field. The papers delivered during the seminars will be the subject of an annual collective publication on Eurojus.it, online in class A. At the end of the three-year period, the results will be presented at a conference and the proceedings published. The difficulties of these bilateral relations, and in particular of the agreement on the free movement of persons, are felt most acutely in border areas where ""the border"" is still an obstacle to the movement and mobility of persons. These problems have been further aggravated by the covid-19 pandemic. The legal framework for solving the problems is complex because competences are competing between Member States and the EU and Switzerland is a third country to the EU. The aim of the project is therefore also to promote local political debate on the use of territorial cooperation instruments (cross-border, transnational and interregional) and macro-regional operations through which neighbouring states (including non-EU states) can coordinate certain policies of common interest."
