Information and communication technologies (ICT) offer great opportunities to drive forward Rwanda's social and economic development. Rwanda is considered a pioneer country that recognized the potential of ICT early on. Despite impressive developments in the digitization of the public sector in Rwanda, there is still a need for additional investment to fully exploit the potential of ICT for increasing the efficiency of government action and the country's socio-economic development. With the ICT Facility, KfW, with grants from the BMZ, is promoting digital solutions that are intended to improve the quality of public service provision by state institutions in Rwanda. The projects are selected in close coordination with state agencies (ministries, authorities, district and city administrations) and according to defined criteria, such as alignment with national priorities and strategies and the potential to achieve the desired effect as efficiently and sustainably as possible. Funded projects benefit the entire Rwandan population, who potentially benefit from improved public service provision. The project sponsor is the Rwanda Information Society Authority (RISA), which, as an authority of the Ministry of Digitalization in Rwanda (MINICT), has the mandate to drive Rwanda's digital transformation. RISA is responsible for the implementation of the individual projects, but the operation and maintenance of the developed ICT solutions are the responsibility of the respective state sponsoring institutions.
