The Second Kecamatan Development Project, will support participatory planning, and development management in villages, through a broad program of social, and economic infrastructure, and, will also strengthen local formal, and informal institutions, through greater inclusion, and accountability of basic development needs. The components will: 1) provide grants to villages within selected kecamatans, supporting a competitive process of proposals made by the community. Grants will be provided for infrastructure, economic activities, and social services, and, for pre-existing savings-borrowing schemes operated by women's groups; 2) develop the communities ability to plan, manage, and maintain their own projects, through a sustained training strategy for capacity building, in basic technical, and administrative skills; 3) support the training infrastructure of the project, by providing basic skills in development planning, and management, i.e., procurement, financial management, participatory design, and technical skills. Additionally, programs in cooperative planning will be developed, as will linkages to the government, and private sector, emphasizing on participatory poverty assessments, and dialogues on sustainability; and, 4) support monitoring, and evaluation, based on mid-term, and terminal surveys to trace impacts of institutional reforms, governance, and poverty reduction. It also includes operational studies on community-based safety nets, revenue generation, and post-conflict recovery.
