Description | The Employment Intensive Infrastructure Programme (EIIP) primarily rehabilitates or builds municipal infrastructure. The project focuses on communities that are particularly economically vulnerable and have also taken in a large number of Syrian refugees. It is here that the communities are particularly burdened by the additional demands on basic infrastructure. The infrastructure measures are built/rehabilitated in a labour-intensive manner in order to create as many jobs as possible for cash-for-work workers (Syrian refugees and vulnerable Lebanese) from the region. These classic EIIP measures amounting to EUR 15 million are now to be supplemented by a one-off EUR 2 million reconstruction measures after the explosion in Beirut. The principles of the Middle East employment initiative (labour-intensive measures, access for Lebanese and Syrians) are to be adhered to in their implementation. The corresponding measures include the rehabilitation of public infrastructure in Beirut (buildings, roads, transport infrastructure). As in phases I to III, the target group of the project is to consist equally of Syrian refugees and vulnerable Lebanese. Unlike the previous phases, the fourth phase of the EIIP is to be implemented solely by the ILO (previously, implementation was carried out jointly by UNDP and ILO). This also corresponds to a recommendation of the evaluation of the EIIP in Jordan and Lebanon carried out at the beginning of the year, which pointed to the high operational costs of implementation with two UN organizations. The total cost is EUR 17 million. Phase IV is expected to be implemented by June 2024. |
