NPS did not solicit full and open competition for this award based the following criteria: (2) Continuation – The activity to be funded is necessary to the satisfactory completion of, or is a continuation of, an activity presently being funded, for which competition would have a significant adverse effect on the continuity or completion of the activity. Competition would result in a substantial duplicate cost to the government that cannot be recovered through competition. Competition is not an option since Nice Ride Minnesota is the only entity that operates and manages the bike share system in MISS and the Twin Cities metro area. There is no other entity that is compatible with the existing bike share system. (4) Unique Qualifications – The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as being the only operator that can manage, operate, and perform the duties necessary to run a this segment of the bike share system in MISS. Point of Contact Julie Hendricks, Julie_hendricks@nps.gov (402) 661-1662 BACKGROUND AND OBJECTIVES The principal objective of this Agreement is to install and promote up to five (5) additional bike share stations in along or near the Mississippi River within the Mississippi National River and Recreation Area (MISS). The bike share stations and bikes are a key element of the park’s Alternative Transportation System which has been under development since 2012 for use by commuters and park visitors. This project focuses on the tasks specific to and supportive of the development of the Nice Ride Minnesota bike share system within MISS. STATEMENT OF WORK Nice Ride Minnesota will build, install, and maintain for the life of the equipment up to five (5) new bike share stations in MISS in FY 2018, which will expand the bike share station component of the MISS Alternative Transportation System. RECIPIENT AGREES TO: 1. Build, install, and maintain for the life of the equipment up to five (5) new Nice Ride Minnesota bike share stations. The Recipient shall be responsible for ensuring that the project is designed, Engineered, financed, constructed, operated and maintained in accordance with the terms of the Agreement, all applicable project design and engineering plans, and in compliance with all applicable Federal laws, regulations, and policies. This includes, but is not limited to obtaining right of way, permitting, site planning, assembly of equipment, equipment installation, and seasonal equipment removal, storage, and reinstallation. 2. Incorporate the NPS arrowhead, Ranger on Call information and location map on all Nice Ride Minnesota stations for FY2018. 3. Collaborate with MISS and other public and private partners to raise awareness and to cross promote the MISS alternative transportation system through print, electronic, and other media as identified. 4. Be responsible for maintenance of the station equipment and for integration of this equipment into the subscription-based bike share system, including the maintenance of user-interfaces and Website, hosting of data, procurement, and maintenance of software, subscriber financial Transactions, rebalancing of bicycles between stations, and customer service. 5. Coordinate with the City of Minneapolis, and other local jurisdictions, to ensure Transit improvements directly associated with the bike share system are coordinated with the Nice Ride Minnesota bike share stations.
