Description | The project Implementation of the SDG Agenda in the Environmental Sector, Phases 3 and 4, designed as policy-based lending (PBL), focuses on the topics of climate change (SDG 13), coastal and marine protection (SDG 14) and terrestrial ecosystems (SDG 15). Together with its Colombian partners, KfW has structured a matrix with 3 components and 19 policy measures (reform steps) derived from the National Development Plan 2022-2026. The aim of the project is to support the Colombian government's reform policy for implementing the SDG Agenda in the environmental sector and to improve the structural and institutional framework conditions necessary for this. The target group of the project is the people of Colombia. They benefit from increased sustainability in the use of natural resources and from the preservation of this basis, which is important for the country's economic development. The FC project is designed as sectoral budget financing and builds on the first two phases of the predecessor program (implementation of the SDG agenda in the environmental sector, phases 1 and 2). After implementation of the reform steps agreed with the Colombian government for each phase of the project, the funds will be paid out to the Colombian Ministry of Finance and included in the general national budget. Funds from the Study and Advisory Fund (SBF) will be used to support the Colombian side in designing and implementing the agreed reform steps. The project complements the existing DC commitment by improving important institutional and structural framework conditions. |
