Description | The FC program, designed as policy-based lending (PBL), is geared towards the SDGs in the environmental sector, i.e. the topics of climate change (SDG 13), coastal and marine protection (SDG 14) and terrestrial ecosystems (SDG 15). Together with its Colombian partners, KfW has structured a matrix with 3 components and 11 policy measures (reform steps) derived from the National Development Plan 2018 - 2022. The aim of the project is to support the Colombian government's reform policy to implement the SDG agenda in the environmental sector and to improve the structural and institutional framework conditions required for this. The target group of the project is the people of Colombia. They benefit from increased sustainable use of natural resources and from the preservation of this important basis for the country's economic development, which is promoted by the political reforms in the climate and environmental sectors. The FC program initially consists of two phases, which build on each other in terms of content and are designed as sectoral budget financing, with the option of a subsequent third phase. After the implementation of the reform steps agreed with the Colombian government for each phase of the program, the funds will be paid out to the Colombian Ministry of Finance and included in the general national budget. The project complements the existing commitment in the development cooperation program by structurally improving important institutional and structural framework conditions. The PBL implementation of the SDG agenda in the environmental sector will make it possible to closely link the development cooperation program with the national Agenda 2030 strategy and to use the module contributions to implement it. |
