Implementing a new JET modus within the EU

"The aim of the project is to reduce irregular migration and secondary movements within the EU by strengthening cross-border police and law enforcement cooperation in the Schengen borders areas through the implementation of Joint Expert Teams (JETs) to support document verifications and facial image comparisons via the use of mobile devices. To accomplish this, the German Federal Police will act as the conductor of 20 Joint Action Weeks in the Schengen internal border areas, especially along the relevant migration routes towards Central Europe. Police and border authority experts from all Member States will form so called Joint Experts Teams (JET) in the shape of a Help Desk. Such is placed for instance at Police and Customs Cooperation Centers in order to support the detection of document falsifications and the performance of facial comparisons to identify the misuse of documents (by look alikes). For these purposes (border)police officers are equipped with official smartphones or their existing smartphones with appropriate software/applications during Action Weeks to support them in checking documents. In preparation for the implementation of JETs, 8 trainings with a total of 60 participants for document examiners and facial image comparison experts will be conducted in order to establish a sufficient pool of JET experts. Detections, findings and seizures of forged and false documents and people smuggling during Actions Weeks are later evaluated and analyzed in 10 JET Follow-up Meetings and registered within ProFID, an innovative IT-software based on the forensic profiling of fraudulent documents. To further establish ProFID, the project will support the test phase with operational meetings and evaluation. In that sense the goal is to establish a ""JET modus"" in the EU - training of JET experts, implementation of JET Action Weeks and JET Action Weeks Follow Up evaluation projects - permanently and in permanent cooperation with Europol, EMPACT and Frontex.
