The technical cooperation will strengthen the institutional capacities of the Secretariat of Finance and other institutions, creating a virtuous cycle of public sector spending planning, execution, and accountability with transparency, reliability of information, and private sector involvement. It will contribute to improving the effectiveness and efficiency of the budgetary, investment, and treasury cycles in Honduras, including planning, formulation, execution, and accountability. It will also aid in fiscal projections and monitoring of the fiscal rule. Regarding spending planning and execution, a key element will be to enhance the link between spending and the private sector to boost its impact on productivity. Given the significant presence of SMEs in the Honduran productive fabric, it will be important to understand their functioning and the barriers limiting their productivity gains so that well-planned public spending can help mitigate them.
